Raymond J. Kinley, Jr. CEO, and the Executive Committee of Clough Harbour and Associates LLP are pleased to announce the promotions of James A. Kehrer, Jr., P.E., and David J. Franz, P.E., to Partners with the firm. In addition, we are pleased to announce W. King Evans has been named a Principal with the firm.

James A. Kehrer, Jr., P.E., Partner, is the Operations Manager of CHA's Construction Engineering Services Group. Since joining CHA 14 years ago, he has led numerous construction projects including the City of Schenectady Streetscape Rehabilitation Project, Corning Preserve Enhancement Project, Town of Halfmoon Water Treatment Plant Renovations, and the Village of Goshen Waste Water Treatment Plant Construction.

James has over twenty years of experience in Civil Engineering, is a licensed Professional Engineer in five states, and has accumulated nine years of experience in construction inspection and contract administration. He recently received his MBA from Rensselaer Polytechnic Institute in Troy, NY.

David J. Franz, P.E., Partner, is a Senior Project Manager with CHA’s Facilities and Energy Division. Since joining CHA two decades ago, he has led the firm's mechanical engineering efforts on a series of high profile projects, including the design of the Turning Stone Casino Dinner Theatre, the Hudson Valley Transportation Management Center, and the Times Union Center in Albany, NY (previously known as the Pepsi Arena).

David is a Licensed Professional Engineer in New York State, and a member of both the American Society of Plumbing Engineers and the American Society of Heating, Refrigerating and Air-Conditioning Engineers.

King Evans, Principal
King is CHA’s Director of Southeast Project Development. He has over two decades of experience in business development. Among his many responsibilities, he serves as CHA's Client and Community Liaison for a 28,000 acre transportation master plan project, which involves substantial coordination between Hardeeville, Hilton Head, Beauford County, Jasper County, the State of South Carolina, the Corps of Engineers, South Carolina Department of Transportation and the Federal Highway Administration.

King is also actively involved with the Association of County Commissioners of Georgia, the Georgia Economic Developers Association, and the Jasper County Mentoring Program.
